To “bear” (lift) a sin means to forgive it when God or the one wronged is the subject (“Forgive, I pray thee now, the trespass of thy brethren”, Gen 50:17), but to bear its penalty when the guilty one is.
To “lift up the face” of someone is to show him favour: “thou shalt not respect the person of the poor” (Lev 19:15).
