Even if Abimelech had been able to supply enough salt, spreading it over Shechem was not intended to actually make the ground unproductive; it was a symbol of perpetual desolation, and a warning that Shechem should never be rebuilt. However, Shechem was later rebuilt (1 Kin 12:25).
